Department of Biotechnology invites applications from colleges of all
the states and union territories of India offering undergraduate
education (UG) in Sciences under ‘STAR COLLEGE’ Programme to
brand and nurture excellence in UG Science education under NER
and Rural categories.The program emphasizes holistic
improvement of science education at undergraduate level with special
emphasis on practical training to students. The Aim is to improve practical training in existing Science courses like Botany, Zoology, Chemistry, Physics, Microbiology, Biochemistry, Biotechnology, Bioinformatics, Mathematics, Electronics, Computer Science etc conferring to B. Sc. degree
Eligibility
- Either:
- Urban Colleges
- Rural Colleges
- Special calls based on the need of the Programme or as suggested by Task force (NER colleges) or areas where there is a limited penetration of the Programme.
- Colleges should have valid 2(f) & 12(b) certificate in name of college
- Applicants from Rural Areas need to submit Rural Area certificate as per format along with the application.
- Postgraduate and certificate courses are not eligible for the programme.
How to apply
Candidate need to submit online proposal which includes:
- Additional practicals proposed to be conducted in existing courses by
all participating departments
- Student projects
(interdisciplinary/interdepartmental)
- Visits to be undertaken by
students to National Laboratories and industries
- Faculty
improvement programs, etc (as per prescribed curriculum, which
could not be done due to lack of equipments or consumables).
- Single duly signed and stamped hardcopy version of the proposal
submitted via web portal be sent to the Postal address.
Selection Process
After selection, funding will be provided in three stages

Strengthening Stage
| - College should have atleast 4 BSc Courses (3 for rural category) in basic/applied sciences such as Botany, Zoology, Applied Life Sciences, Microbiology, Physiology, Biochemistr etc.
- The proposal should have atleast two departments for maintaining inter-discplinary.
- Adequate in-house regular faculty with relevant expertise in each participating department.
- There should be atleast four teachers (2 for rural category) with PhD in all participating departments taken together.
- Independent laboratories for practicles to acccomodate sanctioned student strength.
- Basic infrastructure and facilities in laboratories and library, LCD and overhead/projection facilities, computers with internet access.
- College must be government or Govt-aided or autonomous under section 2(f) and 12(B) of the UGC Act, 1956 under College Category.
- University departments/Colleges not listed under College Category UGC list are not eligible
- Colleges under Non Profit status and GOVT Aided Colleges would be considered as Academic instiutions (Private) option during th process of online submission of propsal. They must submit DARPAN ID.
- Colleges that have been not recommended for support can re-apply for this programme for financial support with appropriate modifications and revisions after a gap of one year. However, if a college has been rejected in two consecutive rounds of evaluation, whether at the level of Screening or after presentation before the Task Force it would not be allowed to apply again till a cooling period of two years has elapsed.
- Addition of new departments: Colleges requesting support for addition of new departments should first complete one cycle of support i.e., 3 years with the departments that the initial grant was recommended. The colleges can apply for new departments only if they had been graded as ‘Good’ or above in their final review.
Note: Department/ the Concerned Committee/Task Force may while considering/examining the proposals of the colleges pertaining to rural areas, grant relaxation from any of the criteria mentioned above.

Star Status Stage |
In addition to criteria for Stage-I, the college should fulfill the following:
- College must have completed 3 years under the Strengthening component of Star College Programme and must have received at least grants for two years.
- Two years cooling period after Stage-I has completed and FSA has been accomplished.
- Colleges must have at least Good (A) rating [Satisfactory (B+) for rural category] in the last review under the tenure of Strengthening Component (Stage-I) of the Programme.
- The Grantee College will also be assessed for such status on the basis of overall qualitative improvement during their period of previous year funding, the performance of students and their vision for the future.
- Colleges must have held two advisory committee meetings under the Strengthening Component.

Star Mentor College | In addition to criteria for Stage-II, the college should fulfill the following:
- The College should have completed 6 years under the Programme - 3 years under the strengthening component (Stage-I) and 3 years under Star Status (Stage-II).
- FSA has been accomplished.
- Colleges that have completed successfully Star Status support earlier are eligible for applying for Stage-III.
- Colleges must have at least Good (A) rating [Satisfactory (B+) for rural category] in the last review under the tenure of Strengthening Component (Stage-II) of the Programme.
